PUBLIC CALL FOR SCALE UP OF GREEN INVESTMENT PROJECTS
With financial support from the European Union and Switzerland, the United Nations Development Programme (UNDP) is launching a Public Call for the scale-up of green investment projects as part of the project EU for the Green Agenda in Serbia.
This call is aimed at public and private companies, including small and medium enterprises.
To be eligible for support, the proposed green project must be linked to one of the following five pillars or the Green Agenda:
- Pillar 1 - Decarbonization and green industry,
- Pillar 2 - Circular economy - conservation and better use of natural resources,
- Pillar 3 - Environmental pollution reduction with a particular focus on air,
- Pillar 4 - Protection and conservation of nature and biodiversity, and
- Pillar 5 - Development of rural and sustainable food supply systems.
The Call particularly encourages applicants to apply with project proposals that have combined financing, including company’s own funds, potential grants from the project EU for the Green Agenda in Serbia, and bank loans.
What kind of projects are expected?
1. Innovative bankable projects that contribute to the achievement of the goals of the project EU for the Green Agenda in Serbia - technically mature green investments and projects including those that represent replication and scaling of pilot investments which UNDP has successfully tested within the project EU for the Green Agenda in Serbia.
The maximum possible co-financing from the project EU for the Green Agenda in Serbia through a grant is 10% of the total project value (in exceptional cases for projects with significant positive impact - up to a maximum of 20%). The minimum own funds expected from applicants amount to 15% of the total project/investment value (in case of access to loans, the EU for the Green Agenda in Serbia grant may be considered as part of the applicant’s own co-financing). The remaining part (“missing amount”) of the planned investment is expected to be provided by the applicant through loans (e.g. from a commercial bank or leasing company). The minimum total value of these investments for projects applying for co-founding is USD 500,000.
2. Non-innovative but still bankable projects that are not eligible for co-financing through grants under the project EU for the Green Agenda in Serbia, but that can still receive support in accessing other types of green financing, in particular through potentially more favourable commercial loans, etc.
As these types of bankable projects fit the predictable revenue streams of banks (such as renewable energy facilities or resource-efficient industrial plants), their favourable risk-return profile makes them very attractive to both private investors and banks.
3. Conducting free, detailed energy audits for projects that can be financed through bank loans to improve energy efficiency, but which are also eligible for co-financing through grants from the project EU for the Green Agenda in Serbia and which lead to energy savings, i.e. reduction of greenhouse gas emissions, emissions of pollutants into the environment (water, air, soil), etc. The analysis within these energy audits will cover all aspects of production, equipment operation and maintenance characteristics, the condition of all systems that consume energy and water, energy management, energy efficiency improvement measures already implemented and their impact, as well as plans for reconstruction, improvements, expansions or changes to the production programme and the impact of these changes on energy efficiency. These investments may also be eligible for co-financing under the project EU for the Green Agenda in Serbia through grants.

You can apply by completing this FORM, by 6 June 2025 at the latest.
Each applicant is entitled to a maximum of two co-financed proposals through grants from the project EU for the Green Agenda in Serbia.
Important note: Applications will not be accepted from organizations engaged in:
- Production, sale or distribution of tobacco or tobacco products,
- Manufacturing, selling or distributing weapons,
- Production of alcoholic beverages
