During December 24 - 26, 2024, the three-day workshop was held on the implementation of the Methodology for monitoring and evaluating human resource management in public administration developed by the Project team.
Minister of Public Administration and Local Self-Government, Jelena Žarić Kovačević delivered the opening remarks, stating, “Efficient and effective work of civil servants is the foundation for providing higher-quality services to citizens and supporting economic development. By applying modern tools in human resource management, we are building a better-functioning public administration that serves everyone.”
The workshop, Held in Vrdnik is organized as part of the EU-funded project “Integrated Human Resources Management in Public Administration of the Republic of Serbia,” brought together MPALSG staff responsible for driving HRM policy at the state level and the Project experts involved in the development of the methodology. The agenda features hands-on sessions designed to enhance understanding and the practical application of the newly developed monitoring and evaluation methodology, which also includes the set of monitoring indicators and process description with institutional responsibilities in the process.
Data-driven insights in transforming hrm practices
The monitoring and evaluation methodology is an innovative tool to track the implementation of HRM practices across public administration, aiming to enhance data-driven decision-making. This comprehensive system provides a structured approach to monitoring HRM processes and HRM capacities from strategic and process point of view. A significant outcome of this methodology is the HRM Monitoring Report, which consolidates data related to engagement rates, employee satisfaction, and more, that were collected through centralized personnel records, thematic reports, and staff engagement survey.
Days of intensive knowledge sharing and hands-on learning
The progress of the first monitoring cycle conducted based on the methodology was presented and discussed in detail at the workshop. During the workshop, participants were also engaged in practical exercises, including data entry and key performance indicators (KPIs) analysis, to gain proficiency in using Excel-based tracking tools and reporting templates. Sessions also included group activities aimed at drafting a monitoring report based on actually collected data.
This workshop reflects MPALSG’s commitment to creating a more efficient and effective public administration system. By fostering collaboration and skill development, it sets the stage for the next steps in the public administration reform process, including the finalisation of Serbia's first HRM monitoring report.
