Horizontal Support– Twinning and TAIEX
This type of assistance concerns providing practical advice and support by state administration of a particular Member States to public administration of Serbia to ensure compliance with Union legislation. Twining projects imply a long-term stay (at least 12 months) of a civil servant from a Member State to the same institution in Serbia, for example from the German Ministry of Environmental Protection to the same ministry in Serbia. The civil servant has direct experience in a particular area. Twining is mainly carried out by several Member States and can include the involvement of experts other than permanent advisers, as well as training and study visits.
Light twining means a project that lasts for a maximum of 10 months and cannot exceed the amount of 250,000 euros. Twining projects in Serbia, for example, deal with improving the safety of transfusion and transplantation, improving the competitiveness of Serbian farmers on the EU market, examining the quality of water in all of Serbia, strengthening consumer rights, managing hazardous waste etc.
