Culture and Creativity for the Western Balkans (CC4WBs): Open Calls

The "Culture and creativity for the Western Balkans" project, a new programme funded by the European Union, was presented on the premises of the Yugoslav Film Archive in Belgrade. During this info session, professionals in culture, individuals as well as representatives of institutions, had the opportunity to learn about the financing possibilities within this project.

UNESCO, the British Council, and the Italian Agency for Development Cooperation (AICS) have joined forces in managing Culture and Creativity for the Western Balkans (CC4WBs), a programme with 8 Million EUR budget, aimed at fostering intercultural dialogue and enhancing the socio-economic impact of the cultural and creative sector in the Western Balkans (Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia and Serbia).

Grant-funding and capacity-building opportunities within the Culture and Creativity for the Western Balkans programme are organised around the following four thematic windows:

1.       improved local cultural spaces through improved public-private partnerships;

2.       artists, media professionals and cultural operators mobilised, connected and enabled to promote the diversity of cultural expressions in and from the Western Balkans; 

3.       regional networking, cooperating and promotion for enhanced cultural production and access;

4.       protecting and leveraging cultural heritage for sustainable development.

 

Calls for proposals are now open, and organisations and individuals are invited to submit their proposals and applications related to the above listed areas according to the terms outlined below. More information related to these open public calls is HERE.

Through a broad participatory approach targeting public authorities, the private sector, civil society organizations in culture, as well as individual professionals in the sector, the CC4WBs programme aims to:

(1) improve the performance of the cultural and creative sector in the Western Balkans

(2) strengthen the cultural cooperation within and with the region, and

(3) enhance inclusive cultural heritage for local development.

Culture and Creativity for the Western Balkans (CC4WBs) funded by European Union with 8 million EUR is implemented from April 2022 till March 2026.

Podrška medijskim slobodama i pluralizmu na Zapadnom Balkanu

Projekat, koji sprovode GIZ, Detsche Well Akademija i Internjuz, ima za cilj unapređenje ekonomske održivosti nezavisnih medija na Zapadnom Balkanu, poboljšanje njihovih kapaciteta za kvalitetno izveštavanje i olakšavanje regionalne razmene i umrežavanja između medija i drugih aktera medijskog tržišta.


Uzimajući u obzir oskudne ljudske i finansijske resurse nezavisnog medijskog sektora, ovaj Program će pružiti podršku koja će se sastojati od kombinacije bespovratne podrške, prilagođene tehničke podrške i niza aktivnosti izgradnje kapaciteta za unapređenje poslovanja i razvoja visokog kvaliteta novinarstva.

Program ima za cilj postizanje sledećih ciljeva: jačanje kapaciteta medijskih organizacija za unapređenje ekonomskog učinka; unapređeni kapaciteti medijskih organizacija za kvalitetno izveštavanje; poboljšana lokalna i regionalna razmena i saradnja između medijskih aktera, tehnoloških kompanija i inovativnih poslovnih aktera.

  The Delegation of the European Union to Serbia and the EUINFONET project are launching an open call for offers with the aim to promote EU values and policies through various social, cultural, sports, intellectual, educational and other social initiatives in Serbia. We want to engage with the local actors which share the EU’s values and believe the future of Serbia lies in the EU. The call is open on a roll-on basis.  


  The goal of this call is to liaise with local partners organising various social, cultural, sports, intellectual, educational or other social initiatives which are have the potential to promote EU values and showcasing direct or indirect benefits of Serbia’s relations with the EU, through active engagement and innovative multidisciplinary solutions. Public Call for the Acceleration Program - Katapult

The goal of the Katapult Acceleration Program is to improve the level of innovative entrepreneurship and to provide better access to external sources of financing for business growth, as well as to increase the number of new or improved innovative products and services on the market.

Through the Innovation Fund’s Katapult program, startups in Serbia have at their disposal intensive training and mentoring program customized to their needs (by local and international experts from various fields of technological entrepreneurship and investors), as well as non-refundable financial support for startups that secure qualified investment during or after the acceleration period in the amount of maximum 36 million dinars. This amount is available to startups that will be selected by the Innovation Fund as follows:

  1. At-Entry grant in the amount of up to 2.4 million dinars for startups in the early stages of development, or up to 6 million dinars for startups in the growth stage. This amount will be available to startups after signing the Acceleration agreement with the Innovation Fund.
  2. Co-investment grant available to startups that secure a qualified investment by business angels, venture capital funds or other investors acceptable for the Innovation Fund. The amount of the co-investment grant is equal to the amount of the qualified investment reduced by the amount of the At-Entry Grant, and up to a maximum of 36 million dinars.

Both At-Entry and CI Grants are awarded in the form of state aid for newly established enterprises in accordance with the Regulation on the Conditions and Criteria for Horizontal State-Aid Compliance and Regulations on Rules for State Aid Granting.

The Innovation Fund will consider funding startups from all areas of science and technology and from any industrial sector. However, the Katapult program is aligned with the Smart Specialization Strategy in Serbia, which focuses on four priority domains:

• Food for the future;

• Information and communication technologies (with an emphasis on Artificial Intelligence, as envisaged by the Strategy for the Development of Artificial Intelligence in the Republic of Serbia for the period 2020-2025);

• Machines and production processes of the future;

• Creative industries.

At least 50% of available funding will be allocated to Applications in the above-mentioned domains, subject to availability of good quality projects. Women co-founders are specifically encouraged to apply.

Eligible applicants for the Katapult program are micro or small sized company (at least 80% privately owned), not older than six years at the time of applying and majority owned (>50%) by the founding team of entrepreneurs.

In order for the application to be considered and evaluated, it needs to be submitted in electronic form via the Katapult portal. Applications will be evaluated based on the following criteria:

  1. Team
  2. Product / technology
  3. Business model and traction
  4. Market
  5. Capital raising

Only applications that meet the above criteria will be considered and proposed for financing. Further details on procedures for the evaluation of applications are available in the Review Guidelines.

Digital Europe

The Digital Europe program is the first EU programme aimed at accelerating the recovery and launching the digital transformation of Europe.

Worth 7.6 billion euros (at current prices), the Program is part of the EU’s long-term budget and covers the period from 2021 to 2027. Serbia became a full member of the programme.

The EU programme “Digital Europe” aims to advance digital transformation in the European Union. The programme is designed to support the development of digital technologies, infrastructure and skills to ensure competitiveness and innovation in the digital economy. “Digital Europe” is focused on several key areas:

  • Digital infrastructure: encourages investment in the development of high-speed broadband and 5G technology to enable widespread Internet access and speed up data transmission. This will enable citizens and businesses in the EU to take full advantage of the digital age;
  • Digital technology and innovation: supports research and development of new digital technologies, such as artificial intelligence, blockchain, “Internet of Things” and “Big Data” analytics. Such support encourages innovation and competitiveness of European companies;
  • Digital skills and education: Digital skills and education are being improved to enable EU citizens to adapt to digital changes in society and the working environment. This includes programs to train teachers, educate young people in digital technologies and support the workforce to acquire digital skills;
  • Digital security and data protection: Digital Europe pays attention to strengthening digital security in the EU. This includes measures to protect data privacy of citizens and businesses, as well as the fight against cybercrime and hacker attacks.

Balkanthon 4.0

For the fourth year in a row, the Regional Cooperation Council (RCC) is launching region’s trademark online competition for the best digital ideas and solutions from the Western Balkans - Balkathon 4.0. Applications are open until 13 September. 

This year, we are looking for fresh, innovative and unique ideas in 3 categories:
1.    Sustainable Tourism (sustainable mobility, sustainable fashion and performance arts, etc.)
2.    Green Economy (renewable energy, green buildings, sustainable transport, water management, waste management, or land management) 
3.    Entrepreneurship (web3 business ideas, AI-based entrepreneurial business ideas, customer services, predictive analysis, automated Data Entry, e –services & digital tools)

The Balkathon 4.0 shortlisted teams will have the opportunity to get a two-day mentoring programme with experienced experts, chance to implement their solution in the Western Balkans region and win one of the six awards from the 60.000 EUR award pool. We will award six winning ideas – two in the each of the categories with 10.000 EUR.

Who can apply?
Balkathon 4.0 is open for teams composed of participants coming from Western Balkan economies. Teams are encouraged to include amongst their members qualified individuals, ICT companies, students, non-governmental organisations, educational institutions, start-up companies, etc.

Public call for support for beginners in business and self-employment of women and young people

Objective: Support the employment of women and young people from underdeveloped municipalities in the regions of Šumadija, western, southern and eastern Serbia by providing equipment and services for starting a business, as well as empowering young companies.

Total call budget: 375,000 euros.

Amount of support per individual project: From 5,000 to 10,000 euros.

A minimum co-financing of 10% of the project value is required for applicants who have yet to register their business entity, or 15% for existing business entities.

Who can participate: Women and young people (up to 30 years of age) who plan to start their own business as well as women and young entrepreneurs, micro and small enterprises (MMEs) owned by women or young people, registered in 2022 or after.

Type of activity: Procurement of new equipment and introduction of services in order to improve the quality of existing, i.e. develop new products, increase productivity, support the development of products with greater added value, import substitution and enable the introduction of innovations and market expansion.

Supported projects should include socially responsible activities that will contribute to the development of their local communities.

Call for Tourism SMEs

The EuroCluster Rural Tourism is looking for Micro- and Nano SMEs that are in the tourism sector and are based in any EU member state or third country participating in the COSME programme and are interested in improving digital, eco-sustainability, and soft/social skills. 

The project has total funding of 950,000 Euros, and selected SMEs will receive financial support in the form of a service pack valued at  5,000 Euros. The objective is to assist them in designing and developing new tourism products for international markets, incorporating digital, sustainable, and socio-cultural improvements. 

The Financial Support program will commence in October 2023 and last for 9 months. During this period, participating SMEs will work closely with qualified consultants (ASPs) from EU member states or third countries participating in the COSME program. These consultants will provide technical assistance and guidance to bridge the digital, eco-sustainability, and soft/social skills gap.

The interested enterprises have to fall under the following NACE classification:

  • Hotels and similar accommodation (I5510)
  • Holiday and other short-stay accommodation (I5520)
  • Camping grounds, recreational vehicle parks, and trailer parks (I5530)
  • Travel agency, tour operator reservation service, and related activities (N79)

Only SMEs from the following countries or regions can apply:

Belgium-Wallonie, Bosnia-Herzegóvina, Croatia, Czech Republic, Estonia, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Montenegro, Netherlands, North Macedonia, Romania-Harghita, Serbia, Slovakia, Slovenia, Spain-Aragón, Cataluña, La Rioja, Navarra

The official registration certificate provided by responsible national tourism authorities for any of the above classifications is sufficient, even if it does not contain the NACE classification code.

SMEs will have the opportunity to choose and improve at least 4 out of the following 12 action areas:

Digital

  • Digitalization of processes in SMEs
  • Digital marketing and promotion
  • Marketing intelligence and data analysis, Marketing strategy based on data

Green and Sustainable

  • Sustainable management practices for SMEs
  • CO2 management and reduction to address climate change
  • Sustainable mobility
  • Gastronomy and food based on local supply chains

Soft/Social

  • Social-cultural skills (interaction with visitors from different cultural backgrounds)
  • Experience generation for visitors (development of corresponding products)
  • Inclusive tourism for visitors with special needs
  • Integration with the local community
  • Interpretation techniques for cultural, historical, natural resources

The call for Tourism SMEs will remain open until the 10th of September 2023.   After the evaluation period of one month, ECRT will publish the list of selected SMEs who will receive financial support. IPA CBC - Cross-Border Cooperation Croatia - Serbia - First call

The first call for proposals for Interreg IPA CBC cross-border cooperation projects between Croatia and Serbia represents an opportunity to continue cooperation and strengthen the economies of both countries.

The focus of this call are standard projects and those of a smaller scale, which deal with research and innovation, renewable energy, adaptation to climate change, health and social protection, tourism and culture. The projects will be implemented in four counties in Croatia - Osijek-Baranja, Vukovar-Srijem, Brod-Posavina, Požega-Slavonia and five counties in Serbia - Severnobački, Zapadnobački, Južnobački, and in Srem and Mačva.

In the first call, the EU co-finances up to 20 to 85 percent of the total amount of eligible expenses, and each partner must provide at least 15% of co-financing.

First Call: INTERREG Serbia-Bulgaria Programme

The application is with project ideas that contribute to the achievement of Specific objective 2 “To enhance regional competitiveness, incl. in the area of tourism” (with a focus on tourism).

The focus of Call 1 is based on the following fields of intervention:  

  • development of new integrated regional tourism products;
  • restoration, preservation, exposition of cultural heritage sites;
  • support for natural tourism sites;
  • set-up of natural sites for economic use;
  • investments in tourist support infrastructure and facilities;
  • strengthening the links between natural and cultural sites, including through enhancing the cycling network, road infrastructure, border crossing points infrastructure;

Call 1 in a nutshell:

  • Territorial focus of the Call – the entire cross-border region of the (INTERREG VI-A) IPA Bulgaria Serbia Programme (districts of Vidin, Montana, Vratsa, Sofia-district, Pernik and Kyustendil in Bulgaria, and districts Bor, Zaječar, Toplica, Nišava, Pirot, Jablanica and Pčinja in Serbia).
  • Objective of the Call – support project ideas that streamline the utilization of the tourism resources and improve cross-border tourism marketing and branding practices in alignment Specific objective 2 of the Programme’s Territorial Strategy, adopted by the Strategy Board on the 20th of December 2022.
  • Focus of the Call - broad thematic coverage (development of new integrated regional tourism products; restoration, preservation, exposition of cultural heritage sites; support for natural tourism sites; investments in tourist support infrastructure and facilities; strengthening the links between natural and cultural sites, including their connecting and mobility network; training of staff of tourism attractions; improving CBC tourism marketing and branding practices) – to promote the integrated territorial development.
  • Application process – takes place in the Joint electronic Monitoring System (Jems - https://jems-bgrs.mrrb.bg/), where applicants need to register and create a new project application. Applicants attach the Application form of the concept note, along with the budget forecast, a Letter of Commitment and Project Maturity Development Plan to the Jems application of their project idea. Full project proposals are submitted upon invitation.
  • Key features of the project idea/concept note – it is expected that multi-sectoral partnerships between stakeholders from Bulgaria and Serbia will bring in solutions to boost tourism potential of the border area on a larger territorial scope, where cross-border impact plays central role.
  • Project actions – compulsory combination of investment (works and/or supply) and soft type of actions (e.g. services); the thematic focus of the actions needs to be fully and logically aligned with the objective/s of the project idea and results indicator of the Call.
  • Project participants (applicant and partners) – local/regional bodies and authorities (incl. regional structures of central public authorities and statutory bodies); regional and sector development agencies; business support organization; NGOs; academic, research, training, education, social and cultural institutions. All project partners need to be non-profit, and registered and to operate in the programme area for at least 3 years prior to the application. The project partnership should consist of at least one partner from each side of the border region.
  • Project costs – when applying with a concept note it is not required to present a detailed budget of the project idea. What is needed during the project idea identification process is an overall budget estimation of expenditures per cost category and per project partner.
  • Financial aspects – min € 500 000 and max € 1 000 000 of a project idea. Grant intensity is 100%, however de minimis provisions apply to all project partners. The investment component (works and/or supply) of the project idea should be no less than 60% of the total eligible costs.
  • Project duration – minimum 12 months and maximum 24 months.

RYCOnnecting You(th)

Regional Youth Cooperation Office (RYCO) has launched a new Open Call for project proposals for CSO, called „RYCOnnecting You(th)“. This is the fifth time that RYCO is organizing Open Call for CSOs in the region, in the last seven years. 

RYCOnnecting You(th) Open Call has two main thematic areas: Peacebuilding and Reconciliation and Youth empowerment and engagement in society. The general objective is to support the civil society in the Western Balkans to foster reconciliation, peacebuilding, regional cooperation, and intercultural learning by providing young people with opportunities that create space for dialogue, mutual learning, and increased understanding across the region. 

The overall financial envelope for this call is EUR 300.000, while the size of grants is between a minimum of EUR 15.000 and a maximum of EUR 30.000. Right to apply to have non-profit-making CSOs, established in the Western Balkans 6 (WB6).

Call for proposals - European Film Sales

Within the specific goal of promoting competitiveness, scalability, cooperation, innovation and sustainability, including through mobility, in innovation, competitiveness and scalability of the European audiovisual sector, one of the priorities of the MEDIA strand is:

·         improve the circulation, promotion, online and theatrical distribution of European audiovisual works, within the Union and internationally in the new digital environment; including through an innovative business model.

What are the basic requirements?

Projects with a maximum duration of 24 months from countries participating in the Creative Europe - MEDIA program can apply for this call. More information on the requirements for applying is available in the call for project proposals which can be found HERE.

Who can apply?

·         European sales agents, that is, European company that acts as an intermediary for the producer, specialized in the commercial exploitation of the film, marketing and licensing of the film to distributors or other buyers for foreign countries;

·         to be appointed as sales agent by the producer of each film which is declared or supported by a written contract or agreement for the sale of the film in at least 10 countries participating in the Creative Europe MEDIA programme.

The application deadline is 20 June 2023, and the results are expected in November 2023.

There are two phases for funded activities:

1.    creation of a potential fund that will be attributed according to the company's performance on the European market.

2.    implementation of the action - the potential fund thus generated by each company must be reinvested in:

-        minimum guarantees or advances paid for international sales rights of eligible non-national European films;

-        promotion, marketing, and advertising on the market of non-national European films that meet the requirements.

New Culture Moves Europe call for residency hosts

This call under the Culture Moves Europe mobility scheme provides financial support to organisations and individual artists registered as legal entity that want to host international artists and cultural professionals for a residency project.

Residency projects must be organised to exchange artists and/or cultural professionals on an international level.

The residency action targets hosts working in the following sectors: architecture, cultural heritage, design and fashion design, literary translation, music, performing arts, and visual arts.

The project must last a minimum of 22 days and a maximum of 300 days.

Hosted individuals should all be part of the residency project at the same time and for the same duration.

The residency project and stay of the individuals must be uninterrupted.

Each hosted individual must be present at the host’s premises and must work on his/her residency project a minimum of 70% of their time.

Who can apply?

Legal entities in culture regularly organising artistic and creative activities or/and those that have the capacity to implement an international artistic and cultural residency project may apply.

Inclusive and sustainable

Accessibility and inclusivity are at the heart of Culture Moves Europe.

Culture Moves Europe will grant special support to people living with disabilities and those taking care of children. It will also provide special support to those travelling to and from overseas countries and territories as well as the outermost regions of the EU. The mobility scheme has a particular focus on emerging artists and will aim at maintaining gender and geographical balance among its grantees.

Culture Moves Europe is equally committed to operate in a sustainable and environmentally responsible way. The mobility action does not support air travel below a distance of 600km and encourages grantees to use more sustainable means of transport where possible through extra financial top-ups.

The new action forms part of the 2021-2027 Creative Europe programme.

OPEN CALL FOR JOURNALISTS TO PARTICIPATE IN MEDIA TRIPS IN 2023/24

The Pulse of Europe – Media Trips to EU project has issued a new Call for Proposals for journalists to participate in media trips that will be organised during 2023 and in first half of 2024. The Call will be open throughout that period.

As in the previous cycle of project implementation, the invitation is open to all media in Serbia - national, regional and local, electronic, print and online media - with the condition of compliance with the Code of Ethics (Code of Journalists of Serbia) and respect of professional and ethical standards.

The project organises group - thematic media trips that include a larger number of media, as well as individual trips where a journalist travels alone, with the logistical support of the project. Group media trips will be organised to EU member states, the Western Balkans countries as well as countries of the Eastern Partnership (Azerbaijan, Belarus, Georgia, Armenia, Moldova, and Ukraine) and Great Britain.

For logistical reasons, individual media trips will be organised only to EU member countries and the Western Balkans. Journalists who would like to participate in individual media trips should submit a proposal of the topic they would cover and its short synopsis, as well as obtain the permission of the newsroom, i.e. the competent editor to go on the trip.

The project will cover all the costs of travel and stay while abroad. Journalists are fully independent in their work.

The Pulse of Europe project started in February 2020 and by the end of 2022, it has organised 26 media trips (18 individual and 8 group trips) to 15 EU countries and one country in the region. As a result, 256 media reports were published in Serbian media, of which more than 6 hours of television and more than four hours of radio programmes. From 1 January the project began a new implementation cycle that would last until the end of May 2024.

The project is financed by the European Union and implemented by the Goethe-Institut in cooperation with the Independent Journalists Association of Serbia and the Center for Cultural Decontamination.

Support to TV and online content aims at increasing the capacity of audiovisual productions to develop and produce authentic projects with significant potential to circulate throughout Europe and beyond, and facilitate European and international co-productions within the television and online sectors.

What are the basic requirements?

Projects with a maximum duration of 24 months, which bring together at least 2 broadcasting companies (linear and non-linear) from at least two different countries participating in the Creative Europe MEDIA program, can apply to this call. Who can apply?

·         independent European production companies from countries participating in the MEDIA sub-programme.

·         participation of two broadcasting companies from the countries participating in the MEDIA subprogramme is required; participation must be supported by contracts or signed binding letters.

·         coordinator must be the majority producer in terms of rights. In the case of 50%-50% co-production, the partner should designate the coordinator as delegated producer.

·         at least 40% of the funding of the total estimated production budget must be guaranteed from third-party funding sources, such as contributions from broadcasters, distributors, funds and private and/or public capital investors. Incentives are accepted as a source of third-party financing only if accompanied by appropriate documents from the competent authorities.

What is the application deadline?

The application deadline is 23 May 2023, and the results are expected in October 2023.

This Call aims to support projects of civil society organizations in the field of information and media, whose work is of particular importance for democracy and social participation (e.g. local media, media, media engaged in independent and investigative journalism, as well as others organizations that contribute to the production of news in accordance with the public interest).

Project activities can be aimed at improvement, design of new technical tools, development of management and editorial standards, legal support and audience development, which will result in the following:

• innovations in business models, content production and distribution;

• increasing interest in journalism among different social, linguistic and age groups;

• improving the sustainability of professionally produced journalistic content;

• increasing the resilience, pluralism and editorial independence of the civil sector media at the European level;

• improving the use of new technologies, in order to contribute to media pluralism;

• building a repository of knowledge about media that act in accordance with the public interest (e.g. by discovering areas with a deficit of high-quality content and/or where media pluralism is threatened).

Projects that are focused on areas with low availability of a specific type of news or on media markets where media pluralism is threatened are expected. Also, consideration of the needs of smaller newsrooms is desirable.

What are the basic requirements?

Projects with a maximum duration of 24 months can be submitted to this Call by independent organizations (single beneficiary) or as a consortium of partners consisting of at least two organizations (beneficiaries; not affiliated entities). A minimum of 80% of the projected budget must be used by organizations registered in the European Union - either directly or through support to third parties. Activities must actively provide support in a minimum of four European Union countries. Who can apply?

All organizations active in the field of information and media (TV/radio/online production houses, higher education institutions, training centers, trade unions, regulatory bodies, etc.) can apply for this Call. THE HOUSE OF ARTS VESZPRÉM STREET ART CALL

The call invites Europe's best street artists to add colour and spectacle to the city's walls.

 

In the open call within the framework of the Veszprém-Balaton 2023 European Capital of Culture programme artists can rethink several designated areas of Veszprém. The House of Arts Veszprém invites entries that showcase the rich cultural history of the town and the surrounding region. Deadline for entries is 9 April 2023.

 

Goal:

Our aim is to create and present 5 large-scale and 3 small-scale works of art and a combined surface (with the collaboration V-Bus/ Veszprém Bus Public Transport Company).

 

Budget:

The amount per work that can be applied for: for large surfaces gross 6 million HUF, for small surfaces gross 500,000 HUF, for combined surfaces gross 5 million HUF, which includes the cost of materials and additional costs. 

 

Applicants:

The competition is open to designers and creators of projects.

 

Evaluation of the application:

Applications are judged by a 7-member professional board of trustees. After studying the entries received, the jury will invite the most promising designers to a one-to-one closed online consultation, where they may be asked to submit modifications or additional material. The jury will make its decision following the consultations by 23 April at the latest.

All applicants will be notified of the decision and the names of the winners will be published on the House of Arts Veszprém and VEB 2023 project website.

 

Formal requirements:

The language of the application is Hungarian or English. There are no genre or technical restrictions, and one applicant may submit more than one design

 

Thematics:
The competition gives preference to projects that are related to the Creative Region (CITY: Carrier of Memories and Desires), reflect the rich cultural history of the theme, the social and psychological phenomena and experiences related to it - however, thematic connection is not an exclusive condition. 

 

Duration of the period:

The works will be created/installed on site between 1 May 2023 and 30 September 2023.

The second public call for local self-governments to submit applications as part of the EU Exchange 6 Program, which includes three tenders for awarding support packages, has been opened. The EU Exchange 6 program is financed by the European Union (EU) within the national Program IPA 2019 and is implemented in the mode of direct management by the EU Delegation in Serbia. The key competent institutions at the national level are the Ministry of Finance and the Republic Secretariat for Public Policy, while the Permanent Conference of Cities and Municipalities (SKGO) has the role of an implementation partner.

Open calls:

- Competition for the award of the Support Package for the preparation of the medium-term plan of local self-governments, which includes professional support for the preparation of medium-term plans of local self-governments in accordance with the Law on the Planning System, the Regulation on the Methodology for the Preparation of Medium-Term Plans and other applicable regulations.

- Competition for the award of the Support Package for the improvement of planning and budgeting of capital projects of local self-governments, which includes professional support for the establishment and improvement of the process of planning and budgeting of capital projects in the user's local self-government in accordance with the Law on the Budget System and the application of approaches that represent good practice of capital budgeting with adherence to the methodological concept in accordance with the Regulation on the management of capital projects.

Expected support:

Local self-governments selected within the subject public call will receive professional support for achieving specific goals in accordance with the theme of the individual competition as stated. The planned duration of the implementation of the support package is approximately 12 months, and it is expected that 29 local governments will be selected for support.

- All cities and municipalities.

- City municipalities that can apply for support with the consent of the home city.

Who can't sign up?

Local self-governments that, at the time of application, are beneficiaries of support allocated from EU funds, other development partners, or other international and national entities - which is the same as the support applied for within this public call - cannot apply for tenders.

Important Notice:

Local self-governments can submit applications for one or more competitions included in the call, but they cannot apply simultaneously in this call for support in the development plan and support in the mid-term plan.

Creative Europe call for cooperation projects

The New European Bauhaus (NEB) initiative calls on all Europeans to imagine and build together a sustainable and inclusive future that is beautiful for our eyes, minds, and souls. By creating bridges between different backgrounds, cutting across disciplines and building on participation at all levels, the New European Bauhaus inspires a movement to facilitate and steer the transformation of our societies according to three inseparable values:

• sustainability, from climate goals, to circularity, zero pollution, and biodiversity;

• inclusion, from valuing diversity, to securing accessibility and affordability;

• aesthetics and quality of experience for people, through design, positive emotions and cultural benefits.

The European Commission launched the initiative in late 2020 to bring communities together and connect the European Green Deal to our daily lives and living spaces. The first two editions of the New European Bauhaus Prizes in 2021 and 2022 demonstrated that local communities can come together and find creative solutions that improve our lives. In the last two years, the Prizes rewarded excellence and creativity in implementing the New European Bauhaus and highlighted outstanding projects, ideas and concepts (over 3,000 applications were received in total) that further inspired the development of the initiative.

As in 2022, the 2023 Prizes will be awarded in four categories which are based on the thematic axes of transformation that guide the delivery of the New European Bauhaus:

• Reconnecting with nature

• Regaining a sense of belonging

• Prioritising the places and people that need it the most and

• The need for long-term, life-cycle thinking in the industrial ecosystem.

The 2023 edition of the Prizes will accept applications from the Western Balkans in addition to EU Member States. 2023 is the European Year of Skills. In this context, the 2023 edition of the Prizes will also feature an additional thematic strand on education and learning.

  All applications should reflect in an exemplary way the New European Bauhaus triangle of values – sustainability, inclusion and aesthetics/quality of experience – while also placing the participation and vision of local communities at the core of the process. In each of the four categories, three parallel competition strands are established:

• Strand A: “New European Bauhaus Champions” will be devoted to existing and completed projects with clear and positive results.

• Strand B: “New European Bauhaus Rising Stars” will be dedicated to concepts submitted by young talents aged 30 or less. The concepts can be at different stages of development, from ideas with a clear plan to the prototype level.

• Strand C: “New European Bauhaus Education Champions” will be devoted to initiatives focusing on education and learning. Both completed projects, as well as initiatives with a minimum level of maturity are eligible.   


  HOW TO APPLY

Applications for the New European Bauhaus Prizes should be submitted through the dedicated platform. The completed projects (Strand A) or concepts (Strand B), as well as initiatives under Strand C on education and learning should be described in detail in the relevant application form. The application form should detail how the project, concept or initiative represents the three New European Bauhaus values. It should also include elements reflecting the eligibility and award criteria which differ slightly for each strand (see below).

Each application can be submitted under one category and in one strand only. Each applicant can submit multiple applications as long as they are related to different projects, concepts or initiatives. The application period will start on 6 December and end on 31 January at 19:00 CET.

Applications can be modified and updated while they are in draft state. Please do not wait until the last minute to submit your application to avoid last minute problems, such as page loading delays that may occur around the closing of submissions. Only applications that are submitted by the official deadline will be considered by the Evaluation Committee.  


  WHAT DOES THE PRIZE CONSIST OF?

The winners in each category and each strand will receive a monetary prize (one winner per category in each strand selected by the jury and one per strand selected by public voting, i.e. 15 winners in total):

- EUR 30,000 for winners of the New European Bauhaus Champions and New European Bauhaus Education Champions, and

- EUR 15,000 for winners of the New European Bauhaus Rising Stars.

In addition to a monetary amount, each winner of a prize will benefit from a communication package provided by the Commission (e.g. promotion in the Commission’s social media and websites, production of a short video and support in promoting the projects).

EU Pro Plus - Economic Infrastructure Projects

IPARD Measure 7 is aimed at promoting non-farming activities in rural areas. This measure within IPARD II is focused on the development of hospitality and tourism in rural areas as a field with major development potential.

Eligible beneficiaries include natural persons, entrepreneurs, and micro and small businesses - hospitality business owners who wish to improve their tourism offer and those who intend to start a hospitality business in rural areas in Serbia.

Indicative activities under IPARD Measure 7: investments in physical assets and covers eligible costs for construction of accommodation and hospitality facilities; purchase of new investment-related machinery and equipment; investments in landscaping and road networks; development of tourist recreational activities; and investments in renewable energy.

Incentives cover up to 65% of eligible costs, with reimbursements ranging from EUR 5,000 to EUR 300,000.

Posting of workers - Enhancing administrative cooperation and access to information

Erasmus+ "European Youth Together 2020"

The general objective: to create networks promoting regional partnerships, to be run in close cooperation with young people from across Europe (Erasmus+ programme countries).

Indicative activities: The networks would organise exchanges, promote trainings (for instance for youth leaders), discussions and debates on youth connection to the EU, its values and democratic foundations, and allow young people themselves to set up joint projects, all of which could be done through both physical and online activities. It targets youth NGOs, public bodies and informal groups of young people, especially those active at grassroots level, which would propose large-scale mobility activities for young people and have the capacity to mobilise young people in partnerships covering different countries and regions.

H2020 Pilot Project "Inclusive web accessibility for persons with cognitive disabilities"

Under Horizon 2020 general objectives of this programme are: to promote health, prevent diseases and foster supportive environments for healthy lifestyles; protect citizens from serious cross-border health threats; contribute to innovative, efficient and sustainable health systems and safer healthcare for citizens.

Specific objectives: to foster the development of tools supporting independent and inclusive access to online content and services, including consumer transactions, for persons with cognitive disabilities. Such tools will benefit all users, including vulnerable citizens affected e.g. by information overload, excessive credulity, psychosocial disabilities or old age. Pilot Projects may also propose the simplification or adaptation of web-authoring tools that persons with cognitive disabilities could use to create online content (content creation).

Indicative activities: Research and development of solutions: drawing on Artificial Intelligence or other novel technologies to automatize the adaptation, personalisation and multi-modal delivery of content of websites and mobile applications for persons with cognitive disabilities; simplification or adaptation of authoring tools that persons with cognitive disabilities could use to create content for websites and mobile applications.

Priority will be given to proposals involving persons with cognitive disabilities.
