Summary
From the opening of Serbia’s accession negotiations, the Rule of Law (Chapters 23 and 24) has been recognised as key accession priority. The Ministry of Justice coordinates more than 30 different institutions in Chapter 23 (judiciary and fundamental rights), and is also involved in negotiation of Chapter 24 (justice, freedom and security), and other chapters. Complex and demanding, these areas are benchmarks for Serbia’s readiness to join the EU.
The EU support strengthens the capacities of the Ministry to efficiently cope with new tasks, develop specific functions, capacities and partnerships with other institutions to support the negotiation process.
As a result, the judicial normative framework and standards will be improved: i.e. analysing alignment of relevant national legislation with the EU acquis, recommendations for further legislation conformity, table of concordance, impact assessment of the proposed changes.
The best possible solution for improved institutional structure of the Ministry will be provided, to address the judicial reform and accession process more appropriately. This will increase skills of the staff in various departments and their proactive role in negotiation process, competence and effectiveness.
