On the occasion of the completion of the project "Strengthening local public property management systems" implemented by the City of Novi Sad and the municipalities of Apatin and Sremski Karlovci within the Exchange 5 program, a conference for participants was held in online format via the Zoom platform.
On that occasion, Mira Radenović, a member of the City Council for Property and Property-Legal Affairs, Environmental Protection, Sustainable Development and Energy Efficiency, pointed out that the goal of the project is to improve the work of local self-government, increase transparency and efficiency, but also to list and manage public property.
What the City of Novi Sad has done together with the partner municipalities during the project is the improvement of the public property management system in terms of the inventory of communal infrastructure in the length of about 50 kilometers. IT equipment was also procured in order to improve the technical capacities of municipalities, and training was organized for 30 employees in partner local governments on topics in the field of registration of public property rights and property management. The project lasted for two years, which is an extremely short period for the establishment of such a large system, considering that about 50 kilometers of communal infrastructure have been listed, which is now in the process of legalization, ie in the process of registering public property rights. We are really all very satisfied with the way this project was run, as well as with the results of the same - said Mira Radenović.
The key activities of the project were the formation of working bodies for the inventory of communal infrastructure, organization of training for employees in partner local governments on topics in the field of registration of public property rights and property management, procurement of IT equipment, preparation of technical documentation and geodetic works necessary for legalization. requests for registration of public property rights, and updating data in the records for property management in the City of Novi Sad and in the municipalities of Apatin and Sremski Karlovci, determining the value of property as well as organizing promotional activities.
The project "Strengthening local public property management systems" is worth 242,860.18 euros, started on December 22, 2018 and lasted for 24 months. It was implemented within the Exchange 5 Program, funded by the European Union from the allocation for IPA 2014, and implemented by the Ministry of State Administration and Local Self-Government (MDULS) in cooperation with the Standing Conference of Towns and Municipalities (SCTM) as an implementing partner. The contracting authority for all grant scheme projects is the Ministry of Finance, ie the Sector for Contracting and Financing of European Union Funds (CFCU).
